No payment, registration, venue booking, or service contract is created by this document. BAL HANDBOOK / PLANNING V2 THE DETAILSBEHIND THE STANDARD. 01 / Membership and team admission Independent clubs and teams retain their own identity and enter under a BAL participation agreement. Teams from inside and outside the BAL organization meet the same league requirements and are evaluated individually. Review five areas: coaching, competitive history, player development, organizational capacity, and conduct. Proposed review time: ten business days after receipt of a complete application. Neither an application nor a deposit guarantees admission or placement. 02 / Age eligibility and rosters Proposed age reference: January 1 of the season year. Proposed roster: 7–15 players for 5v5 non-contact play. Verify age and staff credentials before the first match. Rosters lock seven days before kickoff; subsequent additions, transfers, and playing-up requests require approval before participation. No guest player can bypass eligibility checks. 03 / Season format and qualification Proposed regular season: 24 games over ten weekends across February–June. Top two eligible teams from each viable hub division qualify for a four-team championship. Complete at least 80% of scheduled matches—20 of a 24-game schedule—to qualify. Format changes for smaller divisions must be published before clubs commit. 04 / Standings and tiebreakers Win: 3 points; draw: 1; loss: 0. Use points per game for unequal completed schedules. Ties: head-to-head points, capped point differential (+21/−21 per match), fewest points conceded per game, supervised draw. For multiple tied teams, apply a head-to-head mini-table and reapply the sequence to unresolved teams. Final playing rules must define when a match may end in a draw. 05 / Promotion, relegation, and appeals In divisions with six or more teams, nominate the top two for promotion review and the bottom two for relegation review. Consider results, roster continuity, standards, competitive balance, and available divisions. Issue proposed placement decisions within 15 business days of season end. Appeals: submit within five business days; independent review targets ten business days. Report score discrepancies within 48 hours. 06 / Staff readiness and game-day standards Before participation, verify coach credentials and required staff screening. Proposed team arrival: 45 minutes before kickoff; roster check: 30 minutes before kickoff. Managers check venue instructions, BAL-compliant uniforms, approved Rocksolid headgear, flag belts, approved balls, and athlete readiness. Host plans must identify the onsite lead, emergency response arrangements, field access, and official authority before play begins. 07 / Weather, schedule changes, and cancellations Proposed workflow: hub operations owns official status updates, informs team managers, and logs schedule changes. Onsite officials may stop or delay play under the approved event safety plan. Reschedule league-canceled games first; credit or refund the proportional league fee for undelivered league games. Venue-specific weather and emergency protocols require approval before an event is opened. 08 / Film, athlete data, and visibility Proposed service: shared match film within 72 hours where capture is approved and available. Establish parent/guardian permissions, access controls, retention rules, and an escalation route before collecting athlete data. Combine testing and player profiles require a published protocol. No college, scholarship, national-team, or Olympic selection is promised. 09 / Fees and financial clarity Proposed league fee: $2,400 per team per season, comprising a $300 acceptance deposit and three $700 installments. No proposed club affiliation fee. Championship entry: $450 per qualified team; optional combine: $75 per athlete. Coaching, training, BAL-compliant uniforms, required Rocksolid headgear, club registrations, insurance, travel, and lodging are separate. Final written terms control; the preview collects no payment. 10 / League-wide uniform and equipment requirements All teams must meet BAL uniform-quality requirements and use approved Rocksolid headgear. Clubs retain their identity. Final quality specifications, approved models by division, ordering instructions and compliance-check procedures will be issued before team orders. Working quality checklist: coordinated jerseys and shorts; durable performance fabric, secure seams and lasting graphics; readable player numbers; consistent crest placement with shorts logos on the front only; coordinated flag belts and an alternate color for kit clashes.
